Scope the set as sheets, steps and images
Six tasks at nine steps with a photo on each is fifty-four images to capture and a known number of pages, and the work instructions tool on this site prints those figures from your counts. Knowing the image count before the first photo is taken is what keeps the set consistent, because the photos are the part that takes the time.
Put the tools and the warnings on the sheet, at the step
A tool list at the top and a warning at the bottom are read once. A warning at the step where the hazard is, and the tool named at the step where it is picked up, are read every time. The tool counts the callouts per sheet so they are written as part of the sheet rather than added afterwards.
Train against the sheet, and keep the training record

What is the difference between a work instruction and an SOP?
An SOP describes a procedure across roles and decisions; a work instruction describes one task for one operator at one station, step by step with pictures. Most SOPs point at several work instructions. The tools on this site size both.
